Will County Clerk Ferry, along with State Reps. Manley, Mc Sweeney, and Yingling seek to undo an election, replacing Township Clerks in 1 State Rep. District
The Democrat Will County Clerk Ferry, along with State Reps. Manley, Mc Sweeney,and Yingling in my opinion seeking political revenge on the Democrat Lockport Clerk for not only running in the primary against her but exposing that she is a charged felon that never was convicted because she eluded Arizona law enforcement for so long the case was dropped. Simply put The State Bill wants to eliminate an elected position with an appointed person immediately.
At the Will County Board meeting March 21st, Jim Moustis asked the Will County Clerk Ferry what the cost to the County would be. Moustis, asked if she was in favor of elimination of elected Clerks from Manley’s State Rep. District, to be taken over by her office, replacing them with an appointment. He asked if it is Constitutional to remove an elected clerk with an appointment by her. Moustis received no direct answer, however at the Legislative meeting 1 week prior Ferry said she had not had time to look at the costs and declined an opinion. The County Board was directed by the Executive Committee to send a letter to the State asking to stop the bill, and the letter was passed by the full County Board.
On March 21st at the County Board monthly meeting when Jim Moustis was asking Ferry the questions, and getting no answer; Shannon Miller Bellini from TJM Consulting was in Springfield saying the Will County Clerk was in favor of this. Miller helped Ferry in her campaign to become the Will County Clerk.
I have no problem with consolidation and eliminating duplication of government if it will save the taxpayer money. Understand, most Township Clerks are part time with no benefits. Know the people that work for the County are well paid and get benefits. These appointed Clerks working for Will County in my opinion are just a start of a patronage system like in Chicago, costing taxpayers more money. Do you wonder if that matters to State Reps. Manley, Mc Sweeney,and Yingling who act like this pilot program is ok because its not their personal money?
The State of Illinois keeps giving the gift of increased spending over and over to the taxpayer. The State thinks it is a good thing to pass ordinances that local government will have to find a way to pay for with no care in the world to a local taxing body being forced to raise taxes, fees, or create a new way to get the money.
This unfunded mandate gift will cost Will County how much? Oh, there is no cost estimate that I am aware of.

Synopsis As Introduced
Amends the Township Code. Provides that on the effective date of the amendatory Act, the office of township clerk in each township of Will County is eliminated and the term of each elected or appointed township clerk is terminated. Provides that the powers and responsibilities of each township clerk are transferred to the Will County Clerk.

Replaces everything after the enacting clause. Amends the Township Code. Provides that in Joliet Township, Troy Township, Lockport Township, DuPage Township, Wheatland Township, and Plainfield Township in Will County: the office of township clerk is abolished; the term of any elected or appointed township clerk is terminated; and the Will County Clerk assumes the duties and rights of each township clerk until a deputy clerk is appointed for each affected township. Provides that no later than 90 days after the effective date of the amendatory Act, the Will County Clerk must appoint a deputy clerk for each office of township clerk abolished. Provides that the deputy clerk has the rights and duties of a township clerk, shall report to the Will County Clerk, and shall perform his or her duties at the office for the township clerk provided by the township, if any. Provides for reappointment by the township board of a deputy clerk in office on the effective date of the amendatory Act who was appointed by a township clerk. Provides that the deputy clerk appointed by the Will County Clerk may not cast a vote to break a tie to fill a vacancy in a township office, but rather, if the tie vote remains unresolved for 60 days, the township board must call a special township meeting to be held no later than 90 days after the initial tie vote at which time the electors present at the special township meeting shall by majority vote fill the vacancy. Makes conforming changes. Effective immediately.
