The Homer Township Board has been discussing an event center which according to State Statute can mean an increase in property tax by .05% of your assessed value. This can be done by a vote of the Township Board. The Supervisor, says they will not do a tax. However the Statute says the tax can be enacted at any time by a Board vote. A referendum is only needed to tax more than .05%.

We, the undersigned, registered voters of Homer Township, Will County, Illinois, pursuant to 60 Illinois Complied States 1/35-5, et. al., do hereby Petition the Homer Township Board that a Special Meeting is necessary for the interests of Homer Township and that the objects of this Special Township Meeting is for an order under 60 ILCS 1/30-50 that Homer Township Board shall not purchase, lease or use of any real property for the purpose of having an event center for events like weddings, banquets and larger meetings for invited guestsand that legal notice that a Special Township Meeting be duly published and called for by law at 7:30 p.m. on a day not less than 14 nor more than 45 days after the filing of this Petition for a public discussion and vote on this order.

Sec. 150‑40. Maintenance tax; referendum.

(a) Any township that acquires community buildings by dedication, gift, purchase, or erection may levy annually a maintenance tax of not more than 0.05% of the value of all taxable property in the township, as equalized or assessed by the Department of Revenue.

(b) The board of managers shall ascertain as soon as practicable, annually, how much money must be raised for maintenance purposes for the next ensuing year and shall, on or before the first Tuesday in September, file a written request with the county clerk to extend a tax sufficient to produce that sum. The county clerk shall annually, upon a written request signed by a majority of the board of managers, extend against the taxable property in the township a maintenance tax of not more than 0.05% of the value of all taxable property in the township as equalized or assessed by the Department of Revenue.

(c) If the board of managers desire to levy a maintenance tax at a rate in excess of 0.05% but not in excess of 0.10% of the value of all taxable property within the township as equalized or assessed by the Department of Revenue, they shall order a referendum on that proposition at the next annual township meeting or at an election in accordance with the general election law.
