As a Physician and a Scientist, I will discuss below two programs, 1) Safe Haven and 2) my Global Energy Independence Program (GEIP) that can END VIOLENCE and Pay Off our Pensions Debts WITHOUT Raising Taxes. While Safe Haven can and should be implemented NOW, GEIP’s $2-3T/yr of SAVINGS on a Global basis can be used as COLLATERAL to quickly put People back to Work as part of a BIPARTISAN Contract for America incorporated into a Phase 4 Stimulus Bill. Both issues will be discussed below.
1. Safe Haven and the BIPARTISAN Contract for Illinois
A Motto of Safe Haven is that true EMPOWERMENT comes from combining Rights AND Responsibilities as embodied in JFK encouraging us to “Ask Not what your Country can do for you. Ask what YOU can do for your Country.”
Alternatively, an Entitlement Ethic of Rights WITHOUT Responsibilities has been a “progressively” Destructive Influence in America over the past almost 90 years. In his 1932 Inaugural address, FDR referred to Welfare as a “Narcotic.” And, just as giving Heroin to Drug Addicts would make the problem WORSE, not better, so too here.
In 1932, there were fewer than 5% of single mothers on AFDC. And many of these were the Widows of soldiers who died in WWI. But by 2018, however, there were many Minority communities where over 70% of mothers were on AFDC. Not surprisingly, Entitlement has been both Addictive and Destructive.
Empirically, Destroying the traditional Working Two-Parent Family has been a Lose-Lose Disaster for ALL.
As a Physician, for over 35 years I have received BIPARTISAN support ranging from then-Gov. Jim Edgar through then-Sen. Carol Mosley Braun and many in between for my PREVENTION-oriented, community-based Safe Haven programs aimed at Breaking the Cycles of Gangs, Drugs, Abuse and Joblessness in America Once And For All. Much as with the CCC and WPA from the Depression era, a Community Service Corps (CSC) would provide unemployed able-bodied persons JOBS in the private and public sectors thus helping individuals contribute positively to society even as they look for other work on a more permanent basis. CSC programs could be particularly helpful in transitioning back to JOBS in a post-COVID-19 period in a rapid and cost-effective manner.
A second motto for Safe Haven is A PENNY OF PREVENTION IS WORTH A DOLLAR OF CURE. If we can reduce gang crime, drugs, abuse and joblessness by even 10%, we would be SAVING Illinois over $500M annually. By reinvesting some of the savings into further expanding community-based, prevention-oriented programs such as affordable day care and afterschool programs for our children, we could achieve a multiplier effect with even greater savings, both financial AND human, in future years. Our overall target goal would be to achieve a Gang-Free, Drug-Free, Full-Employment Economy in America that SAVES LIVES andBILLIONS of tax dollars while significantly IMPROVING our Education system and Business sector in the process. This would be a true Win-Win for the Citizens of Illinois and beyond.
If the ONLY thing we do quickly is to implement After School programs for our children and JOB Programs for ALL Abled-bodied Adults, including those on Probation and Parole, we can dramatically Reduce GangCrime and Drugs and help make Chicago and Joliet Models for the Country on the way towards achieving a Gang-Free, Drug-Free, Full-Employment Economy in America — SAVING LIVES and Billions of Tax Dollars– a good start indeed to Paying Off the Pensions and CUTTING TAXES.
Especially now, amidst increasing Violence on our streets, it is important to make the distinction between Productive EMPOWERMENT and Destructive Entitlement. Peaceful Demonstrations can Strengthen our Democracy and make it, in the end, Stronger on the way towards “A More Perfect Union.” The Looting and Arsons of an Entitlement Ethic that “Society owes me Everything and I owe Society Nothing” has NEVER WORKED anywhere at any time in History. The Time to End Violence is NOW. But this is an effort that will take ALL of us working TOGETHER.
In 1992, I became the Medical Director of St. Mary’s Hospital in Kankakee precisely to implement a Multi-County-Wide Safe Haven Demonstration ranging from programs in Kankakee and Morris to Joliet and Chicago. Included in the Appendix to my 1993 Safe Haven book, in addition to Letters of Support from Gov. Edgar and Sen. Carol Mosley Braun, are many from State and Local officials as well as doctors, businessmen and “ordinary” citizens. Simply put, Safe Haven was ready for implementation in 1993.
Sadly, although my contract explicitly stated that I could implement Safe Haven “with the support and approval of St. Mary’s Hospital,” this was not to be. Unfortunately, after many months of work in getting letters of support, the CEO of St. Mary’s called these same individuals telling them to NOT support Safe Haven. His “explanation” was that “We don’t want to be known as the Black Hospital.”
As Utterly Racist as the CEO’s intentions were, as one kindly official explained, “Safe Haven is DEAD.” While 13 years later, I ultimately won my Suit against SMH, Safe Haven was indeed Dead — Killed by what I call an Arrogant, Stupid, Systematic Abuser of Power (ASS). But there are many ASSs in the World.
At a 2019 Christmas gathering, the Illinois GOP Chair, Tim Schneider, asked me why Safe Haven had not been implemented over these many years. While I wished to reply that the fact that Tim had Not even returned my phone calls in over four years might be one reason, since you build CONSENSUS by Addition and NOT Subtraction, I simply said that we should finally meet to discuss these matters further. Of course, Schneider still refuses to meet, let alone help. Again, ASSs come in many forms.
Simply put, if we want to not only END VIOLENCE NOW, but Pay Off the Pensions WITHOUT Raising Taxes, then the PEOPLE of ALL Parties must come TOGETHER to FIGHTASSs wherever they may be.
A BIPARTISAN Contract for Illinois would 1) Dramatically CUT Crime and Drugs; 2) Give us World-Class Schools; and 3) Pay Off the Pensions WITHOUT Raising Taxes. Details on both this Contract and a similar one for America can be found at LadienforCongress.com.
While several Republican and Democrat Officials and Candidates have expressed support for these Programs, I will post an ongoing list of ALL Candidates for ALL positions who have signed the BIPARTISAN Contract for Illinois as detailed above. Simply put, if you would like to Support Candidates who wish to END VIOLENCE, Improve Schools, and Pay Off the Pensions WITHOUT Raising Taxes, then NOW is the Time to let them know. As I ended Safe Haven over 25 YEARS ago and believe now, more and more each day, “Alone, we can accomplish little. Working TOGETHER we can Change the World.” Let these be goals truly worthy of us all.
2. Global Energy Independence Program (GEIP) — Clean, Renewable Energy = $2-3T/yr = COLLATERAL
As a Scientist, my Global Energy Independence Program (GEIP) can provide clean, renewable energy that SAVES $2-3T/yr of the $5-7 Trillion/yr currently spent primarily on carbon-based sources of energy.
Since America uses approximately one-third of the energy used across the planet, $1T/yr could go far not only towards helping to pay off our Budget Deficit but also pay for cost-effective Universal Healthcare and Education on a BIPARTISAN basis. As an Immediate Step, however, by sharing GEIP with Pres. Trump, Chuck Schumer and Nancy Pelosi on a BIPARTISAN basis, a Win-Win agreement can be reached for a Phase 4 Stimulus Package that would set the stage to Quickly put people back to Work.
While GEIP can be used as COLLATERAL for a Win-Win BIPARTISAN Contract for America, the $2-3T/yr of SAVINGS with GEIP can also be used globally as LEVERAGE for a PEACE Paradigm–starting with the Peaceful but rapid Denuclearization of North Korea and Iran with the help of China, Russia and the P5. Simply put, what Safe Haven can do in America can be Replicated around the World using GEIP’s $2-3T/yr to accomplish PROFOUND GOOD for ALL of God’s Children. And who better than the Author of The Art of the (Win-Win) Deal to accomplish such a task for the Good of ALL?
GOOD SCIENCE is based on Validation and NOT Opinions. Thus, an Engineer who had worked closely with Jack Welch when he was CEO of General Electric has confirmed that GEIP does Precisely what I say it can do. This is how true Win-Win Progress is made by GOOD SCIENCE for the Benefit of ALL.
Another simple example of GOOD SCIENCE would be to take the Videos and GPS Cell phone data to Arrest and Convict Looters, Arsonists and other Criminals, both now and in the future. By having the majority of these individuals in long-term Job Programs also supervised by GPS, not only can we Dramatically and cost-effectively Cut Crime and Violence in America, we can be a Model for the World in Always Seeking the Win-Win Way of turning Criminal ASSs into Productive Citizens.

BIPARTISAN Contract for America
As a Physician and Scientist and, now, Candidate for Congress, I fundamentally believe that we must have a PARADIGM SHIFT from Lose-Lose “Politics as Usual” to Win-Win GOOD GOVERNMENT based on GOOD SCIENCE and GOOD PREVENTIVE MEDICINE if we are to finally Break the Gridlock that has held us back for far too long. It is precisely for this reason that I am running now.
While you will note that some of the “deadlines” set for achieving some of these goals discussed in my many papers and books will soon be missed, in many ways, this is the entire point. Until and unless we all work TOGETHER on a BIPARTISAN basis, very little will be accomplished. The Future is up to YOU.
Below, I will briefly outline a Win-Win BIPARTISAN Contract for America that will be expanded upon further as you simply click on the specific issues of interest to you. It is my fervent hope that these seven issues can help bring about a fundamental Paradigm Shift in how we Solve Problems moving forward.

3. Ending Gridlock in Washington and Beyond with GOOD GOVERNMENT vs “Politics as Usual” (CP p59)
“The essence of our research is to make sure that the fight against Poverty is based on Scientific Evidence.” — Dr. Esther Duflo, 2019 Nobel Prize in Economics Recipient
In 2019, the Nobel Prize in Economics went to Dr. Abkifat Banaja and his wife, Dr. Esther Duflo (both at MIT) and Dr. Michael Kremer (Harvard) for developing an Experimental Approach to fighting Poverty based on Randomized Controlled Trials (RCTs). While RCTs has been the Standard of Practice in GOOD MEDICINE for decades, GOOD SCIENCE is now applying these techniques to some of our most pressing social problems including Poverty, Crime, Addictive Behaviors, Healthcare and much more.
At the University of Chicago, Michael Belsky is applying OUTCOMES-Based Budgeting (OBB) to actually Evaluating Governmental Budgets based on OUTCOMES instead of “Good Intentions,” Opinions or “Politics as Usual.” By making Budgeting Decisions at ALL levels of GOODGOVERNMENT based on the actual OUTCOMES of various programs, we can quickly move from Gridlock to Win-Win Progress based on Results instead of Opinions. Similarly, estimating anticipated Outcomes can help in the Ranking of proposed programs for RCTs before their full implementation. This is how Research Funding is done.
Thus, rather than endless “debates” concerning Programs, by employing Randomized Controlled Trials (RCTs) to evaluate various “liberal” or “conservative” approaches to specific problems and agreeing ahead of time to implement the programs with the Best OUTCOMES in the most Cost-Effective manner possible regardless of “Ideologies,” we would finally be moving from “Politics as Usual” to genuine GOOD GOVERNMENT for the GOOD of ALL Such a Win-Win approach can be applied to Healthcare, Education, Criminal Justice and the PEACE Paradigm, etc. as described below.
Now, instead of looking at any particular “Party,” VOTERS could decide on Candidates based on their pledging to implement the BIPARTISAN Contract for America based on GOOD SCIENCE and GOOD GOVERNMENT — thus finally Ending GRIDLOCK Once and for ALL.
To break Gridlock globally, it is worth noting that in the dark aftermath of WWII, the brilliant Mathematician, Johnnie von Neumann helped to develop Game Theory which showed that, in the long run, Non-Zero Sum Win-Win Strategies always outperform Win-Lose Scenarios. Over the Ages, countless millions of people have been Killed and Harmed by Arrogant, Stupid, Systematic Abusers of Power (ASSs) fighting for one Win-Lose Tribe or Cause or another. Simply put, we have all Lost by the Countless Lose-Lose Wars and Oppressors over the Millennia. It is to FIGHT ASSS that I ask for your help NOW.
Of course, the Fundamental Principle of Win-Win Game Theory was first articulated by a very wise man some 2000 years ago who preached that we should “Do onto others as we would have done unto ourselves.” Sadly, Jesus too was Killed by ASSs preaching this message. But it Is Time to finally Practice what we Preach. Whether it is Russia, China, the EU or all other countries, as Hillary would say we are “Stronger Together.” Whether it is as a Country or as a Planet or as a Galaxy, this Principle is True.
As discussed in my book, The Chicago Project, using Safe Haven and GEIP as LEVERAGE for a PEACE Paradigm, with the help of Russia and China, we can offer these programs to Iran and North Korea, respectively, in return for the Peaceful Denuclearization of these Countries. Similarly, offering these programs to Countries in South America, Africa and Asia can help to significantly improve the Global Standard of Living for ALL of God’s Children. Simply put, the more that we All Work TOGETHER as a Country and as a Planet, the Better the Win-Win Outcomes are for us ALL. Jesus’ Message Lives On.
Sooner than later, another Nobel Prize in Economics will be awarded to a group of individuals who expand upon the work of Banarjee, Duflo and Kremer noted above to develop a comprehensive Economic Model of Win-Win Game Theory and OUTCOMES-Based Budgeting applied at ALL levels of Government and Economies from Local to National to International for the GOOD of ALL. Note: the UofC already has 98 Nobels in Economics …This, too, is an important part of The Chicago Project. (See Below)
Finally, Relentlessly Seeking the TRUTH and Stopping the DOUBLE STANDARDS in the Media can Inform the Public and help Democracy thrive both in America and around the World. The more that we Always Seek the TRUTH and the Win-Win Way, the sooner Gridlock can be Stopped for the Good of All.
4. World-Class Education for ALL — The Comer/CSC Model for Excellence in Education (SH 135; CP 48)
4.1 Introduction: OUTCOMES v Ideologies– Deliberately Designing Academic Excellence in Education
This Section briefly summarizes specific steps to Deliberately Design Academic Excellence in our Education System by focusing on OUTCOMES v Ideologies in defining BEST PRACTICES moving forward. Below, I summarize seven specific programs that can help in achieving these goals. An Expanded version of this can be found by clicking here for my paper, Comer-Model Community Service Corps (CSC) School Programs for Excellence in Education. But first, it is important to look at programs that have WORKED both in the past in America and in other Countries currently to significantly improve Academic OUTCOMES and Safety in Chicago Schools starting as early as this summer.
The Number One Predictor of a child’s Academic Performance both here and around the World is NOT class size, amount spent per pupil or teachers’ salaries, it is, by far, PARENTAL INVOLVEMENT. In 1968, Yale Psychiatrist Dr. James Comer took the two Worst performing elementary schools in New Haven Connecticut and transformed them over a year into the second and third Highest academically performing schools specifically by involving Parents in the process. Safe Haven’s Community Service Corps (CSC) turbochargers this process and can help develop World-Class Schools– SAVINGLIVES and Tax Dollars in the process.
During the Depression in America, it was not uncommon for there to be 40-50 students in a class– but you could hear a pin drop and true Learning was occurring. Clearly, it was not a matter of money or class-size, it was a question of VALUES. Similarly good OUTCOMES can be found in many other Countries around the World today. To improve, we must ask the question “What are South Korea, Finland and even Canada doing that we are NOT?”
Simply put, true LEARNING requires Discipline and Effort. Parents around the World can encourage their children to be Lifelong Learners– not just in terms of reading books, but always feeling that they have the Right and Power within them to achieve whatever they can dream. But they also have the Responsibility to help Build a Better World for ALL, especially by Working TOGETHER. We must Learn to not only be Respectful of others, but to appreciate what wonderful accomplishments can be achieved working Together. The bottom line is, whether in America or around the World, True EMPOWERMENT comes from balancing Rights AND Responsibilities.
4.2 Seven Programs to Significantly Improve Academic OUTCOMES
Obviously, there are both “Short-“ and Long-Term steps that can be taken to significantly improve our Schools in highly Cost-Effective, Win-Win ways. The following is a brief summary of Seven Programs from Pre-K on to Strengthen Parental Involvement and build World-Class Schools–marching TOGETHER on Freedom’s Road towards true EMPOWERMENT. 4.2.1 Pre-K — Job and Parenting Skills
4.2.2 Teacher’s Aides, Hall Monitors, Custodial Services, etc.– Rapid Response Teams
4.2.3 Afterschool Programs — Monitors, Tutors, Coaches
4.2.4 Support Groups for At-Risk Youth and Their Families (SuGARYFams)
4.2.5 Apprenticeship Training Programs
4.2.6 Free-Enterprise Zones, TIFs and Prevention-Oriented County/Community Incentive Plans (POCCIPS)
4.2.7 College and Beyond — Universal Education and Community Service
5. Universal Affordable Healthcare (CP p59)
As noted in my BIPARTISAN Win-Win Contract for America, the potential SAVINGS in the US of $1T/yr with Safe Haven and GEIP can help to fund Universal Healthcare and Education on a BIPARTISAN basis if only we can finally move from the gridlock of Impeachments and “Politics as Usual” to GOOD SCIENCE and GOOD GOVERNMENT for the Benefit of ALL. America spends approximately four times as much on healthcare as other Industrialized Countries but, while our Healthcare is the BEST in the World, it could still be much more cost-effective.
6. Win-Win Trade Deals and International Relations (CP p101)
We have one of the Strongest Economies and Highest Job Rates in years. This is NOT by accident. We need to support and expand upon such policies moving forward.
Long before Donald Trump was President or even the host of “The Apprentice,” he was perhaps best known as the author of The Art of the Deal. While Trump did not specifically use the term “Win-Win,” all Good Deals are, by definition, Win-Wins at one level or another. President Trump has specifically stated his dislike of Tariffs as a Policy while appreciating their “usefulness” as a Strategic Tactic which works.
Clearly, on many levels, not just China but most other Countries have taken advantage of America for a very long time indeed. Stealing Intellectual Property and other Unfair business practices Must Stop and Tariffs can help accomplish this Positive Goal. Having said this, however, the sooner that Countries around the World can develop Win-Win Economic Models as part of a PEACE Paradigm, the better it will be for us all. This is a Fight worth Fighting.
7. Security at Home and Abroad — The PEACE Paradigm — Sharing GEIP with the World (SH; CP p105)
Safe Haven can give us Safety and Security at home by reducing Gang Crime, Drugs and Murders > 95% through the use of GOOD PREVENTIVE MEDICINE, GOOD SCIENCE and Best Practices based on OUTCOMES instead of Ideology– SAVING LIVES and Tax Dollars in the process.
Over the ages, countless millions of people have been Oppressed and Killed by Arrogant, Stupid, Systematic Abusers of Power (ASSs) in acts from Violence in Communities to War itself.. Sadly, my beloved wife and soulmate of over 50 years, Sylvia, as a Mystery Writer with an IQ of 185 was also Murdered by ASSs on 2/4/12 while she was writing her book, Obama and the MURDER of Don Young. It is to Sylvia and all of the other Countless Victims of ASSs over the Ages that this work is dedicated.

Our Win-Win goal would be to achieve a gang free, drug-free, full employment economy in America that SAVES LIVES andBILLIONS of tax dollars while significantly IMPROVING our Education system and Business sector in the process. A PENNY OF PREVENTION truly IS WORTH A DOLLAR OF CURE.

As a Scientist, my Global Energy Independence Program (GEIP) can provide clean, renewable energy that SAVES $2-3T/yr. In America GEIP could go far not only towards helping to pay off our Budget Deficit but also pay for Universal Healthcare and Education on a BIPARTISAN basis.
