Rauner attempted to bring union costs more in line with what Illinoisans can afford

Illinois Supreme Court’s denial of quicker AFSCME appeal means taxpayers still on the hook for millions each month
A recent Illinois Supreme Court order allows AFSCME to continue to stall implementation of a contract for state workers. For each month the contract is not in effect, taxpayers pay an additional $35 million to $40 million in health care costs alone.

AFSCME obstructed progress for months on a new contract for state workers. Whether AFSCME and the state are at impasse in negotiations now sits with the Illinois courts – and the Illinois Supreme Court’s decision not to take a direct appeal of the case means taxpayers must continue to pay an additional $35 million to $40 million each month in health care costs alone.
A recent Illinois Supreme Court order allows the American Federation of State, County and Municipal Employees to continue to stall implementation of a contract for state workers, and it will cost state taxpayers millions. For each month the contract is not in effect, taxpayers pay an additional $35 million to $40 million in health care cost alone.
Those burdensome costs led Gov. Bruce Rauner to file a motion asking the Illinois Supreme Court to more quickly determine whether the state and AFSCME are at impasse in their negotiations over a new contract.
The state labor board determined in November 2016 that contract negotiations between the state and AFSCME were at impasse, or deadlock. That meant the governor could implement his last, best offer to the union.
But instead, AFSCME ran to multiple state courts, seeking a decision to overturn the labor board’s impasse determination. The case currently sits before the Fourth District Appellate Court, and it could be months before that court decides whether the parties are at impasse.
In the meantime, the court has stayed the labor board’s decision, meaning the governor cannot implement his contract offer. This means the state is forced to continue paying AFSCME workers under the terms of the expired contract, which includes monthly health care costs $35 million to $40 million higher than under the state’s proposed contract.
Seeking a more timely resolution, Rauner filed a motion requesting a direct appeal to the state Supreme Court. Instead of waiting for the Fourth District to issue an opinion, the case would be transferred immediately to the state’s highest court.
A quicker resolution of the appeals process potentially would have saved the state millions of dollars and put an end to the union’s stall tactics. But despite the fact both parties know the state Supreme Court will ultimately decide the case, AFSCME opposed Rauner’s motion for a direct appeal to the Supreme Court.
Obstructionist tactics were the theme of the union’s “negotiating” strategy. According to an administrative law judge with the Illinois Labor Relations Board, AFSCME’s approach to negotiations was “atypical.” She added, “… the [u]nion’s conduct calls into question its commitment to reaching an agreement through bargaining.”
Throughout negotiations, Rauner attempted to bring union costs more in line with what Illinoisans can afford. But AFSCME refused to compromise and instead continued to demand wage and benefit increases that would cost the state an additional $3 billion.
The longer it takes for the impasse decision to move through the courts, the longer Illinois taxpayers will be on the hook for millions of dollars the state simply does not have.

Illinois revenue free fall: Fiscal year-to-date -8.1 percent and worsening

Illinois’ revenues are falling each month of this fiscal year, and it will be difficult to change course.
Illinois’ fiscal condition is in bad shape and worsening. Jim Muschinske, revenue manager for the Commission on Government Forecasting and Accountability, notes a “February Free fall.” Compared to last year, February income taxes are down 12.1 percent, sales taxes are down 7.5 percent and public utility taxes are down 34.3 percent.
Two-thirds through Fiscal Year 2017, general revenues are down a whopping 8.1 percent.
Overall base revenues fell $423 million in February. Like a broken record, monthly declines reflected weaker income taxes along with poor federal sources. Unfortunately, February’s lackluster performance was widespread with only a couple sources managing to show gains. One less receipting day likely contributed to the decline, though certainly not the primary culprit.
Through the first two-thirds of the fiscal year, base receipts are off $1.453 billion, or 7.5 percent. Weakness is widespread, and has resulted in year-over-year losses in key areas such as income taxes and federal sources. With renewed uncertainty of sales tax performance, and with only four months left in FY 2017, it will be very difficult to alter the trajectory of what has turned into a dismal year for revenues.

Executive Director’s Message
The Illinois Legislature has recessed until April 25th.  When they return, there will be 28 action- packed days until the spring session ends on May 31st.  Be prepared for legislative alerts.  Top on the list will be Gun Dealer Licensing (SB1657), Lethal Order of Protection (HB2354) and the Lead Ammunition Ban (SB1985).  Please take this time to look up your State Representative and State Senator’s Springfield phone number and email so you will be prepared to contact them quickly.  Findyour legislator here.
In one week, the NRA Annual Meeting will take place in Atlanta, Georgia.  I urge all of you who can attend to make every effort to be there.  Last year, history was made when Donald Trump received his first endorsement at the NRA Annual Meeting.  The NRA was the first to take on Hillary Clinton’s corrupt political machine.  Law abiding gun owners and other deplorables led by Donald Trump’s tenacity, fought a ferocious fight to save the Constitution of the United States and prevent us from slipping into the crevasse of eternal mediocrity.  Don’t be fooled; it isn’t over yet.  It’s never going to be over.
Spring has finally arrived and with it, the spring and summer shooting leagues.  There are all kinds of leagues being shot at ranges all over Illinois and the United States.  Make every effort to participate in one or two of your choice.  For those who like to shoot trap, skeet or sporting clays, there are many opportunities out there.  The Grand American has really spurred the shotgun sports since their move to Illinois earlier this year.  If you are a trap shooter you should try to make it to the “Grand”.
Spring leagues at the ISRA Range have already begun.  The Black Powder League is shot the first Sunday of the month.  May 7th will be the next Black Powder league date.  The Combat League will have its orientation on Sunday April 30th.  This will include the addition of the introduction of the IDPA qualifiers and you will need to have attended the orientation for the first Combat/IDPA summer program on May 7th.
Our oldest pistol league, the Bullseye League, will hold its first competition on April 23rd.  Bullseye is the queen of the shooting sports.  If you want to learn to be an excellent pistol shot, Bullseye is the place to start.
The Tuesday Night Irregular Rifle League (service rifle) will have its organizational meeting on April 18th.  The first shoot will be on April 25th.
The F Class League will begin on Wednesday May 3rd.  F Class uses bolt action rifles, telescopic sights, rests or bipods and is fired from the prone position. This league is fired at 300 yards and is designed for those who like the challenge of long range accuracy.
The Bench Rest League, which has regulation benches, will start on Wednesday, April 26th.  For those who love hyper accuracy, this is the league for you.  Because it is shot from the bench, the physical challenges are not as great.  The league is shot at 100 yards (and once a month, moves to 300 yards).
The Smallbore (.22 rimfire) League has a new wrinkle with the addition of Smallbore F Class.  A Smallbore F Class rifle is any .22 rimfire rifle that weighs less than 18 pounds, including the scope.  The F Class rifles may use a bipod or rest.  The Smallbore League begins on Thursday, May 11th, with orientation on May 11th, 18th, 25th, and June 1st, for new league members.
The new ISRA Marksman League is designed for new shooters.  This league requires .22 center fire pistols, or .22 rifles.  If you are new to shooting and want to improve your marksmanship skills, this is the league for you.
The Glock and Springfield Leagues will start later in the summer.  The Air Gun winter league will begin in October.

A Good Friday Opinion/At cross purposes with the state

As Holy Week begins this Sunday, Christians worldwide will celebrate Jesus Christ’s joyous arrival in Jerusalem. His Passion follows a few days later, when Israel’s rulers arrest Him, try Him in a kangaroo court that violated Jewish law and hand Him over to the tender mercies of their Roman conquerors. They latter crucify Him (probably the most brutal and barbaric execution ever conceived; though the Messiah died within hours of the soldiers’ impaling Him, some men languished for days on their crosses). And then, one week after the Triumphal Entry, Christ rises from the tomb, claiming His victory over sin and death!
Obviously, the upcoming season’s emphasis is spiritual as we remember how and why God sent His Son to redeem us. But Holy Week also teaches much about political government — and none of it’s good. While most Christians contend that God “ordained” the State (though none of them can cite a Biblical passage substantiating this assertion), Holy Week proves that political government utterly opposes the Lord. The State not only reveals itself as an anti-Christ while murdering the Son of God but also as the enemy of all mankind. Indeed, we should wonder why any Christian would pray God’s blessings on earthly potentates, let alone “work” for them, join their armies, vote in their elections, sell them their accoutrements or have any association whatever with the State.
Its crooked courts and horrific execution were not Christ’s first brush with government during His earthly life. Early in His public ministry, Jesus met with the State’s proprietor. And via St. Matthew, God graciously recorded their interview to warn us of government’s wickedness.
After John baptizes Christ, the latter “was led by the Spirit into the wilderness to be tempted by the devil.” There Satan twice tries to convince Jesus to sin; for his third attempt, he “took him to a very high mountain and showed him all the kingdoms of the world and their splendor. ‘All this I will give you,’ [the devil] said, ‘if you will bow down and worship me.’”
This passage astonishes for three reasons. First, it’s hardly obscure; most pastors have preached on it at some point; most Christians and even non-Christians are at least somewhat familiar with it. Yet few if any ever notice the second astounding feature: the Greek used for “kingdoms” is the word βασιλείας [basileias]. And while the English “kingdom” can mean not only the geographic area ruled by a monarch but the people living within that area, the Greek word is more limited. It refers to government itself.
Since you cannot give to another what isn’t yours, Satan is here bragging that he owns political government. Each government, everywhere, whatever its form — “all the kingdoms of the world.”
And our third stunner is Christ’s tacit agreement with this boast! He doesn’t say, “Now, hold on there: My Father ordained the State, so We already own it, and you certainly can’t give it to Me!” No, Jesus instead rebukes the devil for bribing Him to worship worldly political power rather than the Almighty. How tragic that most “Christians” through the millennia have sided with Satan rather than Christ in this debate.
Now that we know who controls the Jewish and Roman rulers trying, flogging and crucifying an innocent man, we better understand the staggering cruelty, the outsized malice and physical force. Such evils are always and ever Satan’s imprint. And they inevitably characterize his possession, the State, too. The atrocities of the Nazis’ concentration camps and Soviet gulags, the American government’s callous deceptions during the Tuskegee Institute’s experiments or those of MK-ULTRA, the horrors of war and of theft disguised as taxation or “eminent domain,” New York City’s cops stomping an expectant mother until she miscarried, North Korea’s deliberate starving of its people while its fat dictator flourishes, the Feds’ incineration of harmless Branch Davidians at Waco — all of these clearly identify the State’s titleholder.
We might assume, then, that devout Christians would as vigorously oppose government, the assassin of their Savior, as they do such other Satanic enterprises as sodomy, the Mafia or abortion. But in fact, most Christians are too busy genuflecting to Leviathan to fret about its torture and slaughter of their Lord. They pray for its personnel and cheer their congregation’s younger members for bearing Satan’s sword against foreigners — all of whom God created in His image. Often, they even deduct time from worship to pledge allegiance: it’s a rare American church that doesn’t desecrate its altar with the State’s flag.
But suppose that Leviathan had arrested one of our relatives, the person we love most — a spouse, child or parent — on false charges. In fact, the indictment is so noticeably fabricated that the judge at a mock trial actually admits, “I find no fault in  him” — twice. Yet despite the prisoner’s innocence, government condemns him to the electric chair.
Though dying in Sparky is far more humane than slowly suffocating on a cross, would you as the condemned’s kin ever trust the State again? Would you pledge your allegiance to it while asking God to bless the politicians and bureaucrats who so corruptly slew your beloved? Or would you instead swear eternal hostility to government while striving to enlighten fellow Christians about its merciless cruelty, its depraved enmity to justice, fairness and life?
Christians should love the Savior of our souls more than we do any mere human. Yet we who would damn an institution that railroaded our family positively revere it though it butchered Jesus. We cede to politicians and bureaucrats the adoration and worship that belong to God alone. Where is our decency? Our loyalty? What craven ingrates most of us are as we pride ourselves on “submitting” to rather than battling the entity that lacerated our Lord!
With His risen Son now reigning beside Him, God tells us He “hold[s]” “the kings of the earth … And the rulers [who] take counsel together against the Lord and against His Anointed” “in derision…”

Illinois state workers are the highest-paid state workers in the country.  From Illinois Policy

The highest state worker salaries in the nation, overtime pay, generous state pensions, taxpayer-subsidized health care coverage and free retiree health insurance for career workers combine to give the average Illinois AFSCME worker six-figure annual compensation.
Illinois state workers not only enjoy the nation’s highest state worker salaries when adjusted for the cost of living, but they also receive many benefits that are unheard of in the private sector. Those benefits help push up total compensation for the average Illinois state worker represented by the American Federation of State, County and Municipal Employees to levels in excess of $100,000.

Getting to $110,000

Where does that $110,000 figure come from? In addition to salary, five factors contribute to AFSCME workers’ generous compensation package.

  1. Base salary: $65,824. The average state AFSCME worker received a base salary of nearly $66,000 in 2015. Illinois’ state workers – 35,000 of whom are represented by AFSCME – have the highest pay of any state workers in the country, when adjusted for the cost of living.

That base salary has grown significantly over the past decade. The average AFSCME median salary (median salary is used for an apples-to-apples comparison with the private sector) increased 41 percent from 2005 to 2015. During that same period, median private sector earnings in Illinois remained virtually flat.

  1. Overtime pay: $5,994. Those average salaries have been supported by nearly $6,000 in average annual overtime pay, further contributing to the size of workers’ future pension benefits.
  1. Annual pension benefit: $11,065. The average pension benefit granted to workers – the benefit cost for one additional year of work, or the “normal cost” – exceeded $11,000 in 2015.

Those yearly benefits reflect the fact that a career state worker, someone who works 30 years or more, will receive on average $1.6 million in benefits over the course of his or her retirement. That’s on top of Social Security benefits, which nearly all state workers receive.

  1. Health care benefit: $14,880. AFSCME workers also receive Cadillac-level health care benefits – platinum benefits at bronze-level prices. Taxpayers subsidize almost $15,000, or 77 percent, of each state worker’s health care costs, which total more than $19,000 per year.

  1. Retiree health insurance benefits: $10,873. The average worker also received nearly $10,900 in future retiree health insurance State workers receive a 5 percent reduction from the cost of their retiree insurance premiums for each year they work for the state. Under this deal, the state pays for 100 percent of future retiree health insurance premiums for an employee who works 20 years for the state.Since a vast majority of Illinois state workers retire with 20 or more years of service, Illinois taxpayers pay for the entirety of those workers’ retiree health insurance costs. The total cost of this benefit can be as high as $500,000 in today’s dollars, per employee.

In all, AFSCME total annual pay and benefits are worth just under $110,000 per member.

AFSCME demands more, but taxpayers are tapped out

AFSCME and the state have been fighting over the terms of a new contract for the past two years. Most recently, proceedings have been tied up in the court system.
Rather than accept the terms of the state’s contract offer, AFSCME is now threatening to strike if its demands – which would cost taxpayers $3.1 billion more over a three-year period compared with the state’s proposal – are not met.
AFSCME’s demands include additional state worker salary, health care and pension benefits. Specifically, AFSCME leaders are seeking raises ranging from 11.5 to 29 percent, a 37.5-hour workweek, up to five weeks of vacation and enhanced health care coverage.
It’s time Illinois politicians got their priorities straight and supported the state’s attempt to reform worker pay and benefits.
Most Illinoisans don’t have a six-figure compensation package. And they are already suffering under one of the nation’s worst business climates, a shrinking population, a high unemployment rate, collapsing manufacturing, stagnant incomes and the nation’s highest property taxes.
Illinoisans need reforms, not tax hikes.
The Illinois Policy Institute has laid out the worker pay and other reforms Illinois needs in Budget Solutions 2018. The plan fills Illinois’ budget hole, provides tax relief to struggling homeowners through a comprehensive property tax reform package, implements pension reforms that begin an end to the state’s pension crisis, and enacts major reforms to state spending on Medicaid and state worker health care benefits.

Property Taxes increase = Property Value decrease

When discussion of raising the Property Tax Levy at local elected Boards begin, B0ard Members are told by staff, Superintendents,  and or chairs of the Finance Committee how much money they need.  The discussion is rarely if ever on cuts in spending. Public Sector employees on average according to Illinois Policy make 38% more than those not funded by tax dollars in the private sector and are rarely laid off or terminated. Public Sector employees expect a raise every year. New programs that benefit the community are initiated despite the cost pushing up the property tax Levy in the name of all the benefits for the people. This is unsustainable and forces people to leave to places they can afford. Problem is in selling a high taxed home with a huge water bill like in Homer Glen Illinois where no one wants the excessive cost. Local Boards need to understand the difference between needs and wants.
The State of Illinois is broke and has no budget for so long with more bills than revenue, and no light at the end of the tunnel. The Democrat answer is to raise taxes. The republicans say cut spending. On a local level the majority of Boards raise taxes despite campaigning on cutting taxes. In the meantime my taxes keep going up and my property can’t be sold unless I drop the price is a common statement I hear quite often. Just ask yourself “At what dollar amount in property tax will I be forced to move because I can no longer afford it”.

Christians in Sydney, Australia, are being advised to hide their crosses after an Arabic-speaking gang shouting “F*** Jesus!” attacked a couple on a train while transport officers looked on from a “safe space” and did nothing.

The Sydney-based Daily Telegraph – a News Corp outlet unrelated to the Telegraph Media Group newspaper of the same name – reports the couple were attacked while riding the train through “Muslim enclaves” in south-west Sydney.

Mike, who asked for his surname to be withheld for fear he might be targeted, said that four men of Middle Eastern appearance ripped his cross from his neck, stomped on it, and rained kicks and punches on his face, back, and shoulders. Two women attacked his girlfriend when she tried to protect him.
Five uniformed transport officers watched the attack take place but failed to intervene, Mike claimed, leaving the police to meet the train at a later station.
“I was born in Australia of Greek heritage,” Mike told the Telegraph. “I’ve always worn my cross. For [them] to rip it off and step on it has to be a religious crime … It’s not on to feel unsafe in your own country.”
Mike went to Greek community leader and former Sutherland Shire Council deputy mayor Reverend George Capsis, who believes Christians in Sydney face growing persecution at the hands of Muslim gangs, about the attack.
“This is not an isolated incident,” said Rev Capsis, who explained that Mike was the fourth Christian to have come to him about a religiously-motivated attack in just the last six months.
“There are gangs of these young fellows of Muslim background who have been harassing people they identify as Christian … You don’t hear about it because no one’s reporting it.”
Like Mike, the three previous victims who went to Rev Capsis said they were assaulted around public transport in the south-west of the city.
“It’s like their territory,” he said. “They don’t want Christians or other types of infidels there.”
The minister believes that the problem has to be “nipped in the bud” but, in the absence of any robust action from the authorities, he can only advise Christians to hide their faith in the presence of Muslims, so they do not feel “provoked”.
“People like Greek Orthodox carry a big cross,” he explained. “I tell them to be practical and if they’re in those areas and wearing a big cross and a group of young guys comes, hide it in your shirt. Why provoke it?”
A police spokesman said: “The incident [had] prompted police to remind the community that any bias-motivated crime will not be tolerated.” He said the incident was still under investigation.
Sydney Trains defended the transports officers who stood by as the attack took place, telling the Telegraph their main responsibility is tackling fare evasion and that they are trained to observe from a “safe space” if passengers are assaulted.
“Why are ticket inspections deemed more important than passenger safety?” commented Telegraph journalist Miranda Devine.
“Surely, if taxpayers fund dedicated Transport Officers to ride the trains all day, they should be authorised to do more than just observe crimes and call police. Anyone can do that.”
Rev Capsis believes that, “If this keeps up, someone will be hurt.”

Liberal billionaire Michael Bloomberg has vowed to spend $25 million through his anti-2nd Amendment Everytown for Gun Safety group to derail congressional efforts to pass national concealed carry reciprocity legislation.
Currently a mishmash of state and local gun laws often make it difficult for American concealed carry permit holders to know where they may find themselves in hot water for carrying a self-defense firearm.
And in jurisdictions where lawmakers have opted to use concealed carry restrictions as de facto bans on 2nd Amendment, travelers who wrongfully believed their out of state permits valid for carry while traveling— or other who have mistakenly traveled into anti-firearm territory with a firearm in tow— have on more than one occasion found themselves being prosecuted harshly to send a message.
With Republican control in Washington and in many statehouses throughout the country, conservative lawmakers have been working on legislative changes that would make it harder for these types of situations to occur.
Legislation introduced in both the House, Rep. Richard Hudson’s (R-NC) Concealed Carry Reciprocity Act of 2017, and Senate, Sen. John Cornyn’s (R-TX) Constitutional Concealed Carry Reciprocity Act of 2017, for example would require states to honor outside concealed carry permits.
Critics of the legislation argue that it would essentially eliminate popular gun control efforts in liberal enclaves by making every jurisdiction in the U.S. subject to the gun laws of the most pro-2ndAmendment regions in the country.
Bloomberg’s eponymous news company published an editorial pushing that line of thinking last month, the author of which groaned: “Every state would be required to honor concealed-carry permits issued by any other state, no matter how shabby (Hello, Florida!) or nonexistent (11 states require no permit) its process is.”
But supporters of the 2nd Amendment-strengthening measures see things differently.
As the National Rifle Association has pointed out:

It’s easy to see what the real source of opposition is. The same states that severely restrict carry by their own residents also refuse to recognize non-resident permits. These include California, Connecticut, the District of Columbia, Hawaii, Maryland, Massachusetts, New Jersey, New York, and Rhode Island.
It’s not that the permitting standards of these states are any more effective in screening out dangerous applicants. It’s that concealed carry permits in those states are treated as the exclusive domain of the wealthy and the connected. The idea that “common” people would have the same rights simply offends the ruling elite’s sense of entitlement.

Bloomberg’s efforts to derail the push are already well underway. According to a report in POLITICO, his organization is in the process of hiring dozens of staffers to assist leaders in harshly anti-gun regions in pushing back against conservative efforts to force compliance with the 2nd Amendment.
“This is a line in the sand on this issue, there’s no question about it. The NRA wants to normalize carrying guns in public. It’s not where the American public is,” Everytown president John Feinblatt told the outlet. “We’re putting people on notice today that we’re watching … and that we expect to hold people accountable.”
