Ongoing disagreements with the U.S. over how to handle the situation in Syria coupled with the prospect of a hawkish Hillary Clinton White House have Russian leaders preparing for nuclear war, according to international media reports.
Russian defense officials are currently conducting a massive military exercise to examine the logistics of shielding 40 million of its citizens—a little more than the combined population of the country’s 10 largest cities— from nuclear attack using a network of more than 5,000 shelters.
A recent headline from Zvezda, a news outlet run by Russian defense officials, declared that the exercises are necessary because “schizophrenics from America are sharpening nuclear weapons for Moscow.”
Throughout the training exercise, Russian officials will gauge the capabilities of more than 200,000 emergency response personnel and 50,000 pieces of equipment, according to reports from Russian media.
Here’s an outline of the country’s 3-stage defense drill via the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM):

Stage I: organization of civil defense actions
The stage is going to practice notification and gathering of senior officials of federal and regional executive authorities, local governments and civil defense forces, deployment of civil defense management system on all levels, readying civil defense communication and notification system. After the National Crisis Management Center have brought the management signals, all management bodies, state authorities, forces and facilities on duty and people will be notified through notification systems available.
Stage II: Planning and organization of civil defense actions. Deploying a team of civil defense forces and facilities designed to respond to large disasters and fires.
The stage plans to practice deployment of a mobile interagency multi-functional team of civil defense forces and facilities in each federal district in order to carry our rescue and other urgent operations, civil defense actions and to deploy special civil defense units in constituent territories; putting rescue military units, divisions of the federal fire service, rescue units on standby. The stage provides for the team to be reinforced, activation of backup control centers and practicing collecting and exchanging information in the field of civil defense.
Stage III: Organization of actions of civil defense management bodies and forces for response to large disasters and fires.
The stage will deal with the use of the civil defense team to respond to large disasters and fires, setting up aerial and mobile control centers, revising of routes for safe evacuation of people, organization of vital services; taking off fire and rescue units of the federal fire service to put out fires and conduct rescue operations at potentially dangerous facilities, including closed administrative territorial entities.
The drill will rehearse radiation, chemical and biological protection of the personnel and population during emergencies at crucial and potentially dangerous facilities. Fire safety, civil defense and human protection at social institutions and public buildings are also planned to be checked. Response units will deploy radiation, chemical and biological monitoring centers and sanitation posts at the emergency areas, while laboratory control networks are going to be put on standby.

Russian officials say that the country has the capability to protect the entire population of its largest city from attack.
“As a result of the introduction of new approaches to civil defense, an inventory of underground facilities of the city was conducted. The Moscow underground facilities will be able to protect  100% of the population of the city,” deputy head of EMERCOM of Russia in Moscow, Andrei Mishchenko said.
The official went on to urge Russians to familiarize themselves with civil defense plans and the locations of local bomb shelters.
News of Russia’s increased focus comes on the heels of U.S. Defense Secretary Ash Carter’s refusal to say whether military officials regard the 7,500-warhead nuclear arsenal as a defense only weapons system.
Russian President Vladimir Putin has also been ratcheting up criticism of the U.S.’s foreign policy in recent months.
Putin recently told journalists that they’re unwittingly playing a vital role in a dangerous game.
“We know year by year what’s going to happen, and they know that we know. It’s only you that they tell tall tales to [you]. And you buy it, and spread it to the citizens of your countries,” he said.
“You people in turn do not feel a sense of the impending danger – this is what worries me,” Putin continued. “How do you not understand that the world is being pulled in an irreversible direction? While they pretend that nothing is going on. I don’t know how to get through to you anymore.”
And earlier this year, Putin reportedly told his top military advisors that he believes war with the U.S.  is imminent if Clinton is elected.

County Executive Larry Walsh Encourages Public to Attend Public Hearings and Provide Comments on
Will Connects 2040
Public Invited to Provide Comment on Draft Plan and Attend Public Hearings
Since early 2015, the Will County Division of Transportation (WC DOT) has been working to update its current Long Range Transportation Plan. Known as Will Connects 2040, the Plan will serve as the County’s roadmap for transportation over the next 25 years, guiding multimodal investments for maintaining and enhancing our transportation network.
“We have developed a plan of action that articulates our priority improvements to county roadways and advocates for strategic investments for our partner agency systems. Over the next 25 years, these investments will help to ensure that Will County remains a great place to live, work and do business,” said Will County Executive Larry Walsh, adding, “building off of previous public open houses, we want to encourage everyone to review the plan, attend a public hearing, and provide their comments.”
The public is invited to review and provide comment on Will Connects 2040, which is available on the project website: www.WillConnnects2040.org and attend a Public Hearing. Similar to the Open House format, the Public Hearings will highlight critical information on display boards and copies of the draft Plan will be available on site for review. The Public Hearings are scheduled for:
October 11, 4:30 – 7:00 pm
New Lenox Village Hall
1 Veterans Parkway
New Lenox, IL 60451
October 18, 4:30 – 7:00 pm
Romeoville Village Hall
1050 West Romeo Road
Romeoville, IL 60446
The 30-day public comment period began on September 21, 2016 and ends November 2, 2016.
The Plan identifies Will County’s ‘fiscally constrained’ investment priorities for county roadways and articulates transportation priorities for our partner agency systems: IDOT, Tollway, RTA, Metra, Pace, and municipalities. It also includes a transportation project list representing all Will County transportation needs, which require major capital expenditures, are important for County mobility and connectivity, and typically support capacity, preservation, or safety.
More information about the Plan, the public comment period, and the Public Hearings is available on the project website: www.WillConnects2040.org.The fall 2016 Will Connects 2040 Newsletter is also available on the project website.
About Will Connects 2040:
Launched in early 2015, the Long Range Transportation Plan known as “Will Connects 2040” considers all forms of transportation, including roads, transit (bus and commuter rail), bicycle and pedestrian, aviation, intermodal networks, and freight (truck, rail, and waterborne). The Will Connects 2040 planning process provides an opportunity for the County to evaluate the current transportation system and future transportation needs and challenges. The Will Connects 2040 Plan identifies priority improvements for county roadways and for partner agency systems.

Madigan the most powerful politician in Illinois is not for the faint of heart.

Making a documentary about the most powerful politician in Illinois is not for the faint of heart.
Interviewees feared for their livelihoods. Three in-state production companies wouldn’t take the job, saying they couldn’t risk reprisal. The crew that decided to make the film received death threats.
This is Illinois’ political culture under House Speaker Mike Madigan’s reign.
Since House Democrats first elected him to the speakership in 1983, the state has had six governors, more than 200 state senators and 500-plus state representatives. The persistence of a lone figure is concerning.
That’s why Illinois Policy Action produced “Madigan: Power. Privilege. Politics.” It’s a documentary exploring the web of influence one man can weave when he wields such great power for more than three decades.

Madigan was born into this system. It’s all he’s ever known. And it has wreaked havoc on the state.
Rising to prominence under the wing of Chicago Mayor Richard J. Daley, one of the most important lessons Madigan learned was that building a patronage army was the key to longevity.
After becoming the 13th Ward committeeman in 1969, Madigan quickly began planting locals in government jobs and turning them into foot soldiers for the Democratic Party.
“[I]n those days, when I became the ward committeeman, that was the biggest thing around,” Madigan said in a 2009 interview as part of the oral history of the late Chicago mayor. “I mean, everybody wanted to be a ward committeeman. They knew the power of the patronage system.”
His candor is disturbing.
“They wanted a job in the patronage system,” he said in that interview. “I would tell them, ‘Yes, we can put you in a job. But you’re going to work for the Democratic Party.’ ”
It’s no wonder Madigan was elected to the House of Representatives a year later, in 1970. His army has only grown in the 45 years since he seized a seat in the Statehouse.
Filmed interviews with former politicians, professors and political commentators exposed the political machine the speaker has built.
“He’s been getting people jobs, getting promotions for his people, getting raises for his people. It’s what he does,” longtime Illinois political commentator Rich Miller said in an interview for the documentary.
He compared Madigan’s operation to that of mob leader Paulie Cicero in the organized crime movie “Goodfellas.” In return for support, the speaker provides protection for favored workers and Democratic House members.
“Everybody pays tribute up, but from the top down they take care of you. And that’s how they get the loyalty,” Miller said.
A 2014 Chicago Tribune investigation in the wake of Madigan’s Metra patronage scandal found more than 400 current or retired government employees who work elections for Madigan, donate regularly to his campaigns, register voters on his behalf or circulate candidate petitions for him. That’s a conservative estimate.
It can be difficult for some Illinoisans to grasp the consequences of machine politics on their everyday lives.
Apathy and cynicism toward the state’s political system have become the norm. Gallup polling conducted just last year shows Illinoisans have the lowest trust in state government of any state in the nation – by far.
The system’s hidden victims are those caught up in it. Those who can’t escape.
The documentary includes an interview with a Madigan patronage worker. He insisted upon being picked up and dropped off in different locations.
“Since you’re working a government job they know what your salary is, and you’re expected to turn over usually 8 percent of your salary, whether it’s cash or ticket sales or labor or manpower. Your job comes with a premium,” he said.
“I’m talking to you guys anonymously because I fear for my livelihood.”
Dick Simpson, political science professor at the University of Illinois-Chicago, has observed that fear for more than 40 years. “Mike Madigan controls your behavior because he controls your livelihood,” he said. “Most people who see [patronage] want a higher position themselves so they keep their mouth shut.”
The power is intoxicating. And it’s bipartisan.
Lee Daniels is the only other Illinoisan to serve as House speaker since Madigan took the reigns in 1983. He occupied the office for just two years. And he refused to condemn the speaker’s tactics.
“I believe in patronage done properly,” Daniels said in an interview. “I don’t believe in giving incompetent people jobs or people who don’t work for it. But you build a force by doing that.”
Illinoisans know patronage builds power. But at what cost?

Hadley marks National Youth Science Day with drone experiment

University of Illinois Extension Educator Megan Walsh helps students build a drone at Hadley Middle School on Oct. 3.

Hadley Middle School fifth-graders celebrated National Youth Science Day this week with a special experiment.

Led by University of Illinois Extension Educator Megan Walsh, students made mini airplanes from Styrofoam and learned how airplanes, helicopters and other flying contraptions can be outfitted with cameras to help scientists conduct research.

“Drones are used in a lot of different ways,” she told students, inviting them to name a few ways drones are used today.

Hadley Middle School students decide where to attach the mini camera to their drone.

Common answers were: delivering packages, photographing areas that are too dangerous for humans to enter and military projects.

On Oct. 3 and 4, Walsh visited four classrooms at Hadley where she invited students to make their own drones using mini cameras attached to Styrofoam airplanes. The students then flew the planes over a patchwork of houses that Walsh brought with her.

The goal was to record how many houses were equipped with solar panels.

Hadley Middle School students launch their drones during a National Youth Science Day experiment Oct. 3.
“We want to encourage interest in science, inquiry and learning more about the world around you,” said Walsh, who travels throughout Will County each year sharing her passion for science.

“We like going out to the schools and sharing our hands-on programs with students,” she added.

Presidential debate questions being RIGGED by globalist

Presidential debate questions being RIGGED by globalist-run ‘Open Debate Coalition’ that’s 100% in the pocket of Hillary

100% Proof Emerges Next Debate Already Being Fixed For Hillary Clinton – Open Debate Coalition Deleting Top Rated Questions From Americans Regarding Benghazi, Email Scandal

Open Debate Coaliton Outed As Another Globalist Mouthpiece

By Stefan Stanford – All News Pipeline – Live Free Or Die
On Sunday, October 9th at 9 pm, the eyes of much of the nation will once again be on TV for round 2 of our very own ‘Thrilla in Manilla’, the presidential debates featuring Donald Trump vs ‘War Criminal’ Clinton.
While Trump tells reporters today he’ll ‘hit harder’ next time around after many supporters claimed he handled ‘the body countress’ with kid gloves, we get absolute proof today that the next presidential debate is already being fixed in the war criminal’s favor.
As this new story from The Atlantic tells us, the 2nd presidential debate will try something new and and ordinary Americans like you and I will be able to submit questions that Trump or Clinton might have to answer if they get enough ‘up votes’ from other ‘ordinary Americans’ like you and I. Only problem is, we already have 100% proof that the questions are being fixed in the favor of Clinton with questions that quickly became the highest voted being deleted by the website.
We shouldn’t be surprised however. The Open Debate Coalition that is running this ‘something new’ was formed by globalists back in 2008 and their leadership board and many of those giving testimonials about the organization looks like a who’s who of war criminalsand the ‘Hitlery Clinton fan club’.
obama_and_mccain_are_terrorists.PNG
Earlier this morning after visiting their website and being delightfully surprised to find that the two highest voted questions both surrounded the deaths of the four Americans who died because of Clinton in Benghazi as well a tough question about Clinton’s deleted emails. A visit only 2 hours later found both of those questions completely deleted by the Open Debate Coalition despite their about page stating: The Open Debate Coalition (hopes) to make debates more representative of the will of the people.
Why might the ‘Open Debate Coalition’ just delete the highest ranked questions that happen to deal with their candidate’s war crimes and crimes against humanity that have led to the deaths of tens of thousands of people around the world and possibly put MILLIONS of Americans lives in danger? Once again we get 100% proof that liberals and globalists are talking out of both sides of their mouths andonly care about opinions and free speech when their own opinions or free speech is at stake.
Captureds.PNG
We urge you now to take the time to contact the open debate coalition yourself at info@opendebatecoalition.com; press@opendebatecoalition.com; donate@opendebatecoalition.com; volunteer@opendebatecoalition.com; or join@opendebatecoalition.com to voice your own opinions or attempt to ask a question here.
While the Open Debate Coalition has responded to ANP and stated that the questions that were deleted didn’t follow the guidelines that they had set up, a visit to their website finds them continually deleting what might be very tough questions for hitlery. Besides, who’s the Open Debate Coalition to decide what’s most important to you?
Is it the Open Debate Coalition’s job to pick what questions the American people want answered from the candidates and if so, doesn’t that immediately destroy their argument that they are an ‘open debate coalition’?
adscoinback.jpg
In looking at the Open Debate Coalition’s interesting design seen at the top of this story we see a combination of Clinton’s ‘arrow’ and parts of her color scheme as well as the interesting ‘lightning bolts’ also seen in many special forces patches. We also notice the ‘loudspeaker’ on the computer screen the lightning bolts hover above effectively represents the percentage of people who support Hillary within the darker coloring of the circle vs the 65% + of American people who hate her within the light colored area.
As has been pointed out, the design also reminds some of Communist propaganda artwork, as does much of the artwork surrounding Clinton’s campaign as it becomes more and more clear every day that Clinton hates America and will likely bring about our final demise if somehow she gets into 1600 Pennsylvania Avenue.
evil_witch_hitlery_communist.PNG
As we hear in the 2nd video below, according to Russian President Vladimir Putin, US elections are often rigged – is there any reason that we should think that the debates aren’t rigged, too, especially after what Lester Holt showed us on national TV last night? Themere fact that the Open Debate Coalition is now deleting the questions that are MOST IMPORTANT to the American people tells us everything we need to know.
We ask our readers here at ANP to attempt to ask this allegedly ‘open’ forum questions that are most important to you. Please let us know if they keep your questions up there and you’re more than welcome to share the links to your questions in the comment section below to help them get upvoted as much as possible.
As for myself, if had the opportunity to ask the two candidates questions, they’re quite simple – here is what they would be:
1) Clinton – Why have you brought the world 30+ years of death, destruction and war if your campaign message allegedly is for the world to love one another? (Couldn’t keep a straight face while writing that one.)
2) Trump – How will you combine the security necessary for America to move into 2020 with the ‘trojan horse of terror’ that has been allowed into our country while protecting our beloved and cherished civil liberties?
Does anybody think either of those ‘simple’ questions have a chance of being answered?
147500356229729.jpg
Once again we’d like to ask the Open Debate Coalition what makes them think that they have the right to determine what is most important to the American people and do they realize how by deleting so many good questions, they’ve proven themselves to be exactly what they were allegedly created to stand up against? Much like Clinton who stated she’d like to confiscate Americans guns without due process as heard in the 1st video below, the Open Debate Coalition has taken it upon themselves to censor the American people while standing up for tyranny.
In the 2nd video below we hear why it’s quite likely that the next US president will be elected by hackers (most likely coming from within the NSA and the Department of Homeland Security) while in the last video below we hear Vladimir Putin’s previous warning that the US election might once again be stolen as other elections here in America have clearly been ‘won’ by the candidates who ‘lost’.
With Lester Holt asking Donald Trump 15 questions last night and Clinton only two, and now that we have 100% proof the next presidential debate is now being fixed as well – why wouldn’t they fix the election in just a few weeks when the globalists clearly have everything at stake with the very existence of America is on the line?

Former Army officer says U.S. has lost control of military Posted on September 28, 2016 by Sam Rolley

mushroom cloud
A former Army Special Operations officer says the Obama administration’s inability to officially say the U.S. has a no-first-use nuclear policy is a sign that military top brass want to antagonize Russia and China.
Asked about whether he thought it was a good idea for U.S. leaders to unequivocally pledge that the nation would only use nuclear weapons in a defensive capacity, Defense Secretary Ash Carter told reporters:
“It has been the policy of the United States for a long time to extend the – its nuclear umbrella to friends and allies and — thereby to contribute to the deterrence of conflict and the deterrence of war and many of our friends and allies have benefited from that over time. And our future plans will retain for the United States the capability to meet those alliance commitments in the future.”
Confused reporters asked the official to clarify whether he’d just said ‘yes’ or ‘no.’ Carter’s response remained unclear.
“It has been our policy for a long time and it’s part of our plans going forward,” he said.
Since the U.S.’s use of nuclear bombs to end WWII, presidential administrations have made clear that nuclear technology would only be used again as a matter of last resort.
But earlier this year, Obama administration officials began discussing whether the administration should ratify the longstanding unwritten policy with an official pledge.
Senior military officials, including Carter, rejected the proposal, saying any such move would signal weakness to nuclear powers like Russia and China. Despite his desire to make decreasing international reliance on nuclear weapons part of his legacy, Obama has now abandoned the proposal.
Scott Bennett, a former Army psychological warfare officer who is now a whistleblower, said in an interview with the Iranian-backed PressTV that all of this is a sign elected officials in the U.S. may be losing control of the military.
“Essentially what I see [military leaders] doing is positioning the United States Pentagon – the Department of Defense – in a military gun road within the United States that is headed up by psychopaths and uniforms that are really blood-drunk with war for the past 15 years, setting them up for a long-term military conflict with Russia, Iran and China,” he said.
Bennett called for the White House to regain control of what he sees as a military apparatus engaging in provocation of other nations for its own benefit.
“The military in the United States is now off the chain, it’s not obeying President Obama, it is not obeying the United States Congress, instead you have a small cabal within the Pentagon and specifically the US Central Command commanding the Middle East theater, positioning itself for a long-term war,” he said.
Bennet added that Americans should be particularly alarmed of the possibility of conflict with Russia “given the positioning of the batteries of missile silos now in Romania and Poland” the U.S. military is currently beefing up.

If you watched the presidential debate earlier this week, you might remember Hillary Clinton calling for an end to private prisons at the state level, just one month after the Department of Justice revealed its plans to eventually shut down 13 for-profit prisons within the Bureau of Prisons system.
“I’m glad that we’re ending private prisons in the federal system,” Clinton remarked during the heated debate. “I want to see them ended in the state system. You shouldn’t have a profit motivation to fill prison cells with young Americans.”
The presidential hopeful’s comments caused two leading jail stocks to immediately tumble on the public market. Corrections Corp. of America (NYSE: CXW) plunged nearly 8% on Tuesday, while GEO Group (NYSE: GEO) fell 4%. Considering the vast majority of private prison business comes from the state and local levels, Hillary’s words were a legitimate cause for concern.
In the wake of the debate, questions are now being raised about the future of private prisons in the U.S. Not only has a national debate on the ethical nature of these corporations surfaced, but there’s also a tug of war happening between buyers and sellers of public jail stocks speculating on legislation.

Anyone developing an opinion for or against private prisons should at least understand how they work before making any hard conclusions. While there are a number of legitimate concerns regarding the ethics of for-profit prisons, common talking points like Clinton’s have a tendency to oversimplify the economic equation at work. (Spoiler: You’re not an evil, deplorable human for investing in a prison stock, though you could still be making a poor investment.)
Is it Unethical to Invest in Private Prisons?
A for-profit prison is a third-party entity that houses prisoners for the government in exchange for a stipend. These stipends are generally paid based on the number of prisoners that a prison houses. If a private company can house prisoners at a cheaper cost than the government expects to do on its own, then the government will typically contract out the job.
What this means from an economic standpoint is that the government is demand while prisons are supply. Private prisons may be guilty of lobbying government officials in an effort to keep demand high, but it’s ultimately the government that is responsible for creating that demand in the first place. Getting money out of politics is one thing, but bashing the free market altogether is another.
In other words, private, for-profit prisons can only actually exist in circumstances where there’s a void in efficient prison supply. Today, such a void exists for two reasons: 1) the over-imprisonment of American citizens, and 2) an inefficient public prison/rehabilitation system. These are both problems caused by the government, not by the free market.
The basic argument against private prisons is that no one should profit off people being put behind bars. As Hillary makes the case, profiteering off the misfortunes of others is inherently an evil deed: “You shouldn’t have a profit motivation to fill prison cells with young Americans.”
This argument, though, twists the economic and moral reality before us. It suggests that private prisons have an element of control over demand, cleverly shifting the blame of America’s prisoner crisis away from lawmakers and onto Wall Street traders and corporate executives. In reality, though, all these corporations and their investors are doing is cleaning up a mess the U.S. government has created.
Here’s another way to think of it: If you clog your toilet and it starts to overflow, is it unethical for a plumber to profit off cleaning up your mess? If you crash your car, is it wrong for a body shop to make money off your accident? If you develop cavities, do you get mad at the dentist for drilling holes in your teeth?
No one likes having to call the plumber, no one likes going to the body shop, and no one likes visiting the dentist. No one likes having to send people to prisons, either. At the end of the day, though, none of these entities are actually responsible for the demand that calls for them to exist in the first place.
Simply put, shutting down private prisons won’t result in any fewer prisoners than we have today, nor will it improve prison quality. All it will do is shift the responsibility of imprisonment back into the hands of a government that was already failing to manage those prisoners in the first place.
Will Regulations Destroy Private Prison Stocks?
Of course, the question of “should” is completely separate from the question of “could.” The DOJ has consistently leaned to the left with Loretta Lynch as Attorney General and is known for misrepresenting data in order to push this agenda. Assuming that Clinton takes the presidency, it’s entirely probable that the current status quo will continue.
As the National Review has commented regarding the DOJ’s recent decision to begin shutting down private prisons at the federal level (emphasis mine):

The Department of Justice’s recent decision that the federal Bureau of Prisons should wind down its private-prison contracting was apparently based on private prisons’ bad record of safety and security violations relative to their public counterparts. It turns out, though, that the DOJ’s understanding of private prisons’ record is informed by a serious over-reading of faulty comparative studies, in particular a recent study by the Office of the Inspector General…. The IG report didn’t control for demographics, and it recognized that this made cost comparisons inadvisable.
The Justice Department, not sharing the IG report’s caution, went ahead and read too much into its results. Where the IG’s office hedged its conclusions with caveats about comparability and merely called for greater investigation, the DOJ memo made broad claims.
Based on this slim reed, Deputy AG Sally Yates ordered the BOP to “either decline to renew” contracts as they expired “or substantially reduce [their] scope.” It’s not clear whether the DOJ was relying on studies other than the IG report, but if it was, I’d like to see those studies: All available evidence does little to suggest that private prisons are worse than public prisons overall, or that they cost more.

In other words, there is not enough empirical evidence available today to give the edge to either public or private prisons in terms of cost and quality. This is a fact that’s widely recognized by academics. The DOJ isn’t waiting for actual evidence, though. It’s making conclusions off of studies that authors have specifically deemed inconclusive.
In a political environment where facts carry no real weight, this makes prison stocks such as Corrections Corp. of America (NYSE: CXW) and GEO Group (NYSE: GEO) especially risky investments. Under a Clinton presidency, it would be very difficult to recommend either company.
At the same time, though, a Trump presidency wouldn’t exactly turn out so well for private prisons, either. While “The Donald” would likely be a less hostile president to the free market, it’s exactly this positioning that makes him a threat to for-profit prisons.
How Trump Could Kill Private Prisons
According to recent data from the Federal Bureau of Prisons, over 50% of inmates currently in federal prison today are there for drug offenses. This percentage has risen consistently over the last several decades, from just 16% in 1970 (the war on drugs was declared in 1971).
Donald Trump has a long history of opposing the war on drugs. Having argued for broad legalization as early as 1990:

We’re losing badly the war on drugs. You have to legalize drugs to win that war. You have to take the profit away from these drug czars… What I’d like to do maybe by bringing it up is cause enough controversy that you get into a dialogue on the issue of drugs and you start to realize that this is the only answer; there is no other answer.

Trump has largely reaffirmed this sentiment during his presidential run, saying he supports medical cannabis “100 percent,” jointly suggesting that he would allow states to legalize without federal interference. No doubt, ending the drug war would be a major hit to the private prison industry, as it could effectively cut its addressable market significantly.
Drug crimes, though, aren’t the only source of revenue for private prisons. In fact, over half of private prison revenue today actually comes from holding facilities for undocumented immigrants. If Trump were to successfully reduce the number of illegal immigrants in the U.S., as he has strongly suggested he will do, then this, too, would be damaging to the private prison industry.
It seems, then, that whether Trump or Hillary makes it into the White House, prison stocks aren’t exactly the soundest investment right now.

Is There Any Hope for the Private Prison Industry?
As of today, private prisons have a major public relations problem, and for good reason. While not directly responsible for prison demand, the current contract structure inherently makes a higher prisoner population good for business.
This allows political figures to paint private prisons as evil corporations who want to lock up as many Americans as they possibly can. It makes the lobby and even Main Street investors look deplorable to anyone without a firm understanding of free market economics.
The only way to actually change this PR nightmare is to change the incentive. Instead of structuring contracts purely on a per-prisoner basis, monetary incentives need to be baked in for successful rehabilitation.
Efforts to institute such an incentive have been proposed before, specifically in the form of the Private Prisoner Rehabilitation (PPR) credit. A PPR credit is described in NYU Law Review as a “performance-based, refundable tax credit that incentivizes private prisons to address some of the key issues plaguing today’s criminal justice system.” These incentives would include conditional payments for benchmarks such as time out of prison (reduced recidivism) or employment status after release.
Of course, private prisons are just one end of the negotiation table. If we want private prisons to have more ethical monetary incentives, the government customer will ultimately need to demand those things, and at the right price. Until that happens, for-profit prisons are treading on thin ice.
Until next time,

Butler Dash raises funds for school projects, events

A little rain couldn’t stop Butler School students from enjoying their 7th Annual Butler Dash on Friday (Sept. 30).

Students gathered in the school gymnasium (rather than the track) to complete their 13-minute dash, which was organized by the school’s Parent Teacher Organization.

The annual event promotes fitness while raising money for school projects and events.

“It is a fun way for kids to get involved in raising funds for their school,” say PTO members.

Butler School Principal Melissa Onesto laughs as students spray her with Silly String. The students who raised the most money for the school’s 7th Annual Butler Dash were rewarded with the opportunity

Students collected pledges from family, friends and neighbors, agreeing to run or walk laps on the big day.  Students who turned in a pledge form of $25 or more received a Butler Dash T-shirt to wear the day of the Dash.

Proceeds from the Dash will be used toward technology and fun PTO sponsored events at Butler School.

During each lunch period, Principal Melissa Onesto thanked students for their participation.

“Our goal was to raise $8,000,” she said, “and we exceeded that goal. Great job. We appreciate your hard work.”

The top earners from each grade level were rewarded with an opportunity to spray Onesto with Silly String.
