Would you spend money to find out what people in Spain think about their medical insurance or what people in Austria think about their government? That’s exactly what the federal government has been doing, using millions of Americans’ tax dollars.
Since 2007 the U.S. State Department has spent over $36.5 million to survey citizens in foreign countries on a wide range of topics, including general public opinion polling on how their own governments — many of them U.S. allies — are performing. And the biggest spike in that spending occurred on Hillary Rodham Clinton’s watch as secretary of state.
The polls included such topics as a “survey of medical insurance in Spain” costing $24,727, an “Elite Survey in Russia” that cost $117,000 and a “Public Opinion Poll Survey to Address Public Attitudes Toward Domestic and International Affairs in Austria,” costing $50,728.
The examples were compiled by federal spending watchdog OpenTheBooks.com in a larger oversight report on federal public opinion polling to be published after Thanksgiving.
Spending watchdogs say these polls, while informative, should be conducted and funded by private research organizations, not the U.S. taxpayer.
“As interesting and as important as foreign attitudes may be, U.S. taxpayers don’t need to subsidize polling operations that should be done by other countries or private organizations,” said Adam Andrzejewski, founder of OpenTheBooks.com and the author of the upcoming oversight report.
“What is the public purpose to spend millions of taxpayer dollars on surveys of the citizens of our allies like Japan, Germany, Poland, Italy, Spain and England?” Mr. Andrzejewski added.
Richard Manning, president of Americans for Limited Government, argued that the U.S.-funded polls could strain relations with foreign governments.
“While the State Department has an obvious interest in having their fingers on the pulse of attitudes around the world, I can’t help but wonder how our government would feel if Putin conducted a series of polls here in America to test American support for the Obama regime and used it as part of his foreign policy decision-making?” Mr. Manning said.
For spending tens of millions of dollars to poll citizens in foreign countries at the expense of the U.S. taxpayer, the State Department wins this week’s Golden Hammer, a weekly distinction awarded by The Washington Times highlighting the most egregious examples of questionable federal spending.
“Polling is big business, and it seems to be a particularly lucrative one when you can get the U.S. taxpayer to foot the bill. While there is an obvious justification for the State Department to be aware of public attitudes around the world, the subjects and breadth of the polling conducted around the world out of Foggy Bottom has the stench of political spoils,” Mr. Manning said.
The vast majority of the vendors being paid to conduct international polls are billed as “miscellaneous foreign contractors.” Of the over $36.5 million that has been spent through FY2014 on polling, over $34 million was paid to unnamed contractors according to the contracts compiled from USASpending.gov.
According to the data, the department spent significantly more on international polling during the years that Mrs. Clinton served as secretary of state. In 2007 the State Department spent just under $2 million on foreign surveys. That number nearly doubled in 2008 to over $3.8 million. The spending continued to increase in 2009, Mrs. Clinton’s first year as secretary, to over $5 million. In FY2012 alone — the height of Mrs. Clinton’s term as secretary and the year of President Obama’s re-election — the State Department spent over $7.5 million on international polls.
And during Mrs. Clinton’s tenure as secretary, the polling contracts became less transparent. Many of the projects were simply described with one word, “survey,” and were billed to “miscellaneous” foreign contractors.
But in 2014, after Mrs. Clinton left the department, international survey spending fell to $2.7 million.
“With the obvious ratcheting up of polling expenditures by the State Department leading up to the 2012 election with immediate, precipitous falloff afterward, it is reasonable to ask whether there was some political motivation behind the spending,” Mr. Manning said.
In an email to The Times, a State Department spokeswoman said many of the vendors were not identified because there is no federal requirement for foreign companies performing overseas to have Dun & Bradstreet (DUNS) number, a nine-digit identification required for U.S. companies bidding on federal contracts.
One of the vendors that was identified was a news agency, The Associated Press.
The State Department disclosed that it paid the AP $36,168 in FY2011 to conduct a survey in Washington, D.C. It was not clear what kind of poll the newspaper company conducted or who was surveyed.
A spokesman for the AP denied that the news agency provides survey services to the federal government, but said the State Department, like many other federal agencies, does subscribe to AP wire services for national and international news.
The State Department did not immediately respond to a request for comment to clarify the nature of the contract.
“That [the] State Department disclosed polling transaction with The Associated Press is either a major conflict of interest funded by the American taxpayer or, if [a mistake], shows a lack of agency accounting controls,” Mr. Andrzejewski said.
Pete Sepp, president of the National Taxpayers Union, said that the information gleaned from such international polls could be useful to diplomats trying to get a read on political attitudes toward the U.S., “but how can factors like medical insurance abroad matter to their mission? How can the cost be justified by any benefit?”
“Furthermore, private foundations and polling companies have become more widespread around the world in conducting country-specific surveys. In many cases the data they’ve already gathered might be sufficient for states’ needs — or, equally important, might be instructive in showing the limitations of polling in a given area of the world,” Mr. Sepp said.

Police Chief Tim McCarthy confirmed the FBI’s outreach for the Chicago Tribune Tuesday morning.
“Beyond that, and in the security interest of the service member and family, we are not confirming anything else about this matter or any security measures that may be taken,” McCarthy said.
A group calling itself the “Islamic State Hacking Division” boasted recently that its hackers had breached Defense Department databases to cull information about 100 U.S. military members. The hackers group said the information was posted online to encourage Muslims in the United States to attack and kill members of the military.
“We have decided to leak 100 addresses so that our brothers residing in America can deal with you,” the ISIS hackers wrote on a website.

As it turns out, the group didn’t need to hack the Pentagon. At least two-thirds of the troops on the ISIS “hit list” had been featured on public Defense Department websites designed to promote the military, The Daily Beast has learned.
Many service members were quoted or photographed in promotional stories talking about their work, often in the Middle East. Others were featured in news videos or in holiday messages to their families. Some were photographed after they returned home from long missions. Others were spokespeople or official photographers for the U.S. military. …At least 60 of the troops listed were featured on the Defense Video & Imagery Distribution System (DVIDs), a website created shortly after the 9/11 attacks to promote the U.S. military’s defense efforts to the public. The site is updated daily with videos, photos, and news articles, all produced by Defense Department personnel. At least six other service members were quoted in promotional stories on the U.S. Navy’s official site,navy.mil, or the Air Force’s af.mil.
The Defense Department is advising service members and families to review their social media information and remove anything that may compromise their security.

Homer 33C “STEAMs” ahead with Explorers
Homer School District 33C’s after-school enrichment program has a new name and expanded focus.
EXPLORERS, which has been challenging Homer 33C students to delve further into math, science and art with after-school activities for 13 years, will now include technology and engineering in the mix — reflecting the district’s new STEAM (Science, Technology, Engineering, Arts and Math) initiative.
“Every year, we have adapted and changed,” said EXPLORERS program Coordinator Karen Norville. “This year, we’ve aligned our workshops and logo to reflect the district’s STEAM program.”
STEAM AHEAD WITH EXPLORERS offers unique learning experiences to help Homer 33C students become Future Ready Students for the 2st Century.
“We offer intense, kinesthetic learning in small class sizes,” said Norville. “Each workshop is taught by professionals in their field.”
Science workshops have included lessons in matter, physics and nuclear science.
Technology lessons have explored ecobots, bits and binary and JavaScript.
Engineering workshops have challenged students to build bridges and ecobots.
Art workshops have exposed students to the Fine Arts of watercolors and pastels as well as the English and Language Arts of Shakespeare and storytelling through comics.
Math workshops have included learning experiences in fractions, geometry and polydrons.
Students pay a nominal fee (about $20) to participate in each after-school workshop. The participation fee covers the cost of the presenter’s fee as well as the teacher/monitor, said Norville.
“The program has been very well received,” she added.
The after-school enrichment program was launched in 2002 when the district’s gifted program was temporarily discontinued (due to budget constraints). But even after the district was able to bring back its gifted program, the EXPLORERS program continued because it had become so popular with students and their parents, said Norville.
“It has been running beautifully,” agreed Superintendent Kara Coglianese, “and complements our Preparing Future Ready Students initiative perfectly.”

Laptop conversion to save Homer 33C taxpayers more than $100,000
In an ongoing effort to save money and be good financial stewards, Homer School District 33C has found another way to save taxpayer dollars.
Arlene Siefert, the district’s Director of Technology, reported at the Nov. 17 school board meeting that her team has found a way to convert 500 aging laptops to Chromebooks using CloudReady.
The conversion will not only make it faster and easier for students to access information but save the district more than $100,000 by not having to replace antiquated equipment.
“We were challenged to find innovative ways to meet student needs while saving the district money,” said Siefert. “Through research, we found CloudReady.”
CloudReady is a full operating system (OS) that makes computers function like Chromebooks. It runs one thing — a browser — keeping machines fast and responsive.
Siefert estimates it will cost $23,500 to convert 500 laptops. Had the district gone out and purchased 500 new Chromebooks, it would have cost $125,000.
Students use the Chromebooks for everything from research and note-taking to quizzes and group engaged projects.
The district plans to convert 300 laptops immediately, enabling students to use them for PARCC testing in the spring.
The remaining 200 laptops will be converted to Chromebooks in the summer.

New reports indicate that Russian President Vladimir Putin has ordered his Navy to work with French forces in the fight against ISIS.
A group of French aircraft carriers is scheduled to arrive in the area soon.
French President Francois Hollande said yesterday that he wanted to speak with Putin and President Obama about the three nations working together.
Hollande is scheduled to visit Russia on Nov. 26, two days after a scheduled visit to the U.S.
Bill Hemmer reported this morning that the French have carried out more than 300 airstrikes targeting ISIS in the last 48 hours.
Meantime, Moscow has carried out 2,300 sorties against Syrian targets, which includes anti-Assad groups supported by the United States, along with ISIS.
Former UN Ambassador John Bolton said on “America’s Newsroom” that the fast-moving developments involving France and Russia highlight the “lack of effective American involvement” in the region.
“Into the vacuum that we are creating, France and Russia are moving for their own reasons,” said Bolton.
He noted that Putin has now acknowledged that a Russian airliner was brought down over Egypt by a terrorist bombing, killing 224 people. ISIS claimed responsibility for the attack.
“We are not the dominant player anymore. We are barely a bystander,” Bolton said, pointing out that U.S. airstrikes have increased in recent days mainly because of “political pressure.”

VLADIMIR Putin is preparing to send 150,000 troops to Syria in a bid to wipe out the evil Islamic State once and for all as he hints at joining the West following the Paris attacks.

Putin is set to mobilise 150,000 reservists who he conscripted into the military in September.

David Cameron initially gave the Russian air strikes a cautious welcome and said the UK would need to look “very carefully” at Putin’s operations.
Following the Paris terror attacks which killed at least 129 people, David Cameron said he was hoping to convince Parliament to support air strikes against ISIS.
He told the BBC: “I have always said I think that it is sensible that we should, ISIL [ISIS] don’t recognise a border between Iraq and Syria and neither should we but I need to build the argument, I need to take it to parliament, I need to convince more people.
“We won’t hold that vote unless we can see that parliament would endorse action because to fail on this would be damaging, it is not a question of damaging the government it is a question of not damaging our country and its reputation in the world.”
He has already pledged to “beef up” the SAS and double the number of British drones to combat ISIS militants in an interview ahead of today’s Conservative conference.
The Prime Minister said investment in special forces and surveillance was essential to meeting the terrorist threat facing the UK.
He revealed the UK will buy a fleet of 20 new Protector drones capable of targeting IS extremists in Iraq and Syria.

Darien, IL – November 18, 2015, I too agree with Governor Bruce Rauner that Illinois should temporarily stop accepting new Syrian refugees in the aftermath of the terrorist attacks in Paris. The Governor is also correct that there must be a balance between the tradition of welcoming refugees while “ensuring the safety and security of our citizens.” Yes, the inscription by Emma Lazarus at Ellis Island reads as, “Give me your tired, your poor, your huddled masses yearning to breathe free, the wretched refuse of your teeming shore. Send these, the homeless, tempest-tossed, to me: I lift my lamp beside the golden door.” But as they arrived, those seeking refuge in America, they were properly vetted before being sent on to the mainland.
Yes, all eight Illinois Republican House members stood up on Tuesday to support Rauners’ decision, but we need to go further for the future, so therefore, when I am elected, I will call for a review of the Refugee Act of 1980.
This act once again abdicated the States Rights to yielding more power to the Federal Government. The Federal Government’s First Constitutional mandate is the safety and security of the U.S. Citizens. We The People have a valid mistrust that this administration is incapable of keeping us safe, and the President refuses to acknowledge the expansion of the “JV Team” and doubles down on his “they’re contained” statement. Attorney General Loretta Lynch refuses to answer a Congressional panel’s questions about the lack of properly vetting these Syrian refugees being a serious factor. There will be Syrian soldiers and ISIS combatants and collaborators embedded with these refugees. They are well funded and everyone knows I have been saying prior to the Paris attack, that they will sneak in through our porous border or through a loophole in our immigration policy. Embedded within the Refugee Act is the Immigration and Nationality Act. This will push these refugees to the head of the line of our already antiquated system.
There is another factor no one is discussing, the cost factor! It is estimated that each group of 10,000 refugees will cost the U.S. Taxpayer upwards of $6.5 Billion dollars (that’s BILLION with a “B”. Also embedded within this act is TITLE IV-MISCELLANEOUS AND REFUGEE ASSISTANCE, CHAPTER 2 – REFUGEE ASSISTANCE INA: ACT 412 – AUTHORIZATION FOR PROGRAMS FOR DOMESTIC RESETTLEMENT OF AND ASSISTANCE TO REFUGEES. That’s right, another unfunded mandate forced upon the States by an unruly, bloated and wasteful bureaucracy. The Act created INA:ACT 411 – OFFICE OF REFUGEE RESETTLEMENT a department head known as the “Director” appointed by the Secretary of Health and Human Services, that’s right Sylvia Mathews Burwell, the Obamacare Czar overseeing another unfunded mandated forced down the throats of the American People.
I say it’s high time to retire these professional politicians so that we can get to zero based budgeting and shrink the size and scope of government.

Veteran David Kemp from American Legion Post #111 in Orland Park led the Board in saying the Pledge of Allegiance. Mr. Kemp was among those who participated in Hadley’s Veterans Day Program this year. He read the poem “I am a Veteran” by Andrea Brett.
Dr. Kara Coglianese, recognized members of the Board of Education for their service. Sunday was School Board Members Day in Illinois. To mark the occasion, roses (donated by Old Oak Florist) and personalized cookies (made by Homer 33C bus driver and part-time custodian Tina Kadow) were placed at the board members’ places. The cookies were decorated with the message: “School Boards lead so students can achieve. Thank you for your service to the students, families and employees of Homer District 33C.” In October, the Board received a School Board Governance Recognition plaque from the Illinois Association of School Boards (IASB) for practicing effective governance behaviors, as identified in IASB’s “Foundational Principles of Effective Governance.” The plaque was shared at the Board meeting.
The Board of Education recognized the Homer Junior High Cross Country Team and Coaches who advanced to the IESA State Meet this past October. The girls placed 12th at State and the boys placed 14th. Special recognition was given to Madison Polinski who placed 2nd at the State Meet, Alexandra Skibicki who placed 14th and Aidan Pajeau who placed 25th. Madison, who completed the race in 11:21, is the fastest runner in Homer 33C’s history. Coaches are Della LaPresti, John Fencl and Kristen Bard.
Mr. Russ Petrizzo, Board Member, presented a recap of the recent Finance and Operations Committee meeting. The Committee reviewed the tentative tax levy, heard an update on the exploration of food service options and discussed the frequency and format of future financial reports.
The second-grade staff, represented by union representative Tammie Ebel and teacher Kelly Mitchell, shared how students are exploring various cultures this month in a special project at all four grade schools.
The Board of Education approved a revised job description for bus drivers and substitute bus drivers.
Ms. Karen Norville, Coordinator of the STEAM AHEAD WITH EXPLORERS after-school enrichment program, presented an update on the program, which recently expanded its offerings to reflect the district’s STEAM (Science, Technology, Engineering, Art and Math) program and Preparing Future Ready Students initiative.

Ms. Kathleen Robinson, Assistant Superintendent for Instruction, presented a legislative update on Senate Bill 100, which alters how school districts can discipline students. The goal is to diminish the amount of time students are out of school because research shows suspensions and expulsions have an impact on how students perform later in life. To comply with the law, Homer 33C will:
- Form a Parent-Teacher Advisory Committee (PTAC) to develop policy guidelines regarding student discipline.
- Provide ongoing professional development to teachers, administrators, school board members, school resource officers and staff regarding school exclusion, justice-system involvement, effective classroom management, culturally responsive discipline, and developmentally appropriate discipline.
- Limit the number and duration of suspensions and expulsions to the greatest extent practicable.
- Do away with zero-tolerance policies requiring suspension or expulsion for misbehavior — except for those that are required by federal or state law (such as bringing weapons or drugs to school).
- Look at each infraction independently of one another and refrain from using progressive discipline.
- Empower students to problem-solve.
SB 100 takes effect September 15, 2016.
Mr. John Reiniche, Assistant Superintendent for Business, reported the District recently completed its Life Safety walk-through with the Regional Office and that no violations were found.
Mr. John Reiniche, Assistant Superintendent for Business, presented the District’s 2015 Tentative Levy, which will be voted on at the December Board meeting. Highlights of the Tentative Levy include:
- A recommendation to seek a levy of 2.75 percent — the District’s lowest request in at least five years. Past requests were for 4.98 percent in 2014; 4.96 percent in 2013; 4.99 percent in 2012; and 4.97 percent in 2011.
- The proposed levy, while less than previous years, is expected to capture all new growth.
- Once the Tax Cap is factored in, the District is expected to receive a 1.76 percent increase in revenues (or roughly $695,000 in new money).
- The proposed levy reflects an historic low Consumer Price Index (CPI) of .8 percent.
- The District will continue to look at ways to control costs and improve efficiencies.
The Board of Education approved a revised memo of understanding to the certified contract.
The Board of Education approved a date change. The Board’s March meeting will now be March 22, 2016 instead of March 29, 2016.
The Next Regular School Board Meeting is December 15, 2015 at 7:30 p.m.
