The Annual Homer Township Meeting is  April 14th 2020 at 7pm. It is very important to be there as these are just some of the questions to be voted on by the people registered to vote in Homer Township. The Township Board at this meeting has no authority.  Some of these questions are non-binding and others are binding. This is the time the people control what happens in the Township. We, the registered voters of Homer Township demand the following items be brought forward for a vote at the Annual Township Meeting April 14, 2020

1. There will be No Homer Township property used for a new event center, multipurpose center, community room or any other new room or center that requires spending tax dollars from existing funds, new taxes, or New bonds. (Binding, 60 ILCS 1/30-50)

    Sec. 30-50. Purchase and use of property.

    (a) The electors may make all orders for the purchase, sale, conveyance, regulation, or use of the township’s corporate property.

2. Homer Township will Video Tape the monthly Township meetings. The videotape will be posted and accessible on their website within a week of the meeting. (Advisory, but seems like a gray area depending on the definition of regulation, The Township Supervisor said due to the excessive cost and regulation the Township will not videotape the meeting. However, there is no excessive cost and regulation according to the Village of Homer Glen. DVD’s are enough for a permanent Record. No server space is required. Minutes do not need to be approved before release, and closed Caption is not needed.)

    (a) The electors may make all orders for the purchase, sale, conveyance, regulation, or use of the township’s corporate property.)

 3.  Homer Township Supervisor will only serve 2, 4-year terms, or 8 years maximum. The Township will put this as a binding Referendum for the next election. (Advisory)

 4.  Homer Township will install KNOX boxes at the 32 unit, over 55 rental facility located 1 Block west of Bell and Martingale Lane in Homer Glen, (behind Pelican Harry’s Bar) to provide safety to the residents in case of a fire or other emergency. A Knox Box is a small, wall-mounted safe that holds building keys for fire departments, emergency medical services, and sometimes police to retrieve in emergency situations. This Knox boxes will be paid for by Homer Township. (Village of Homer Glen Code which has not been followed)

5.  No committee meetings shall start before 6pm. This includes the Open Space Planning and Operations, Parks and Recreation, Senior Citizens and Special Needs Advocacy and the Special Events Committees. Fund Balances will be posted on the Agendas. (Binding, (60 ILCS 1/30-30)

    Sec. 30-30. Time of township meetings. The electors may fix the hour at which township meetings are held.

6. Homer Township will VIDEOTAPE all Open Space Planning and Operations Committee meetings. The videotape will be posted and accessible on their website within a week of the meeting. (advisory)

7. For the volunteers on the various committees, Not attending or missing more than 3 or 25% of the monthly committee meetings will result in a request by the Supervisor for that individual to resign. The Supervisor will post the open position on the Township website and request that the village places the position on their website. (Advisory)

8. Any and all Township open paid positions will be posted on the Township website and request that the village place the opening on their website, in addition to 2 local newspapers, (Daily Southtown and Homer Horizon) (Binding, 60 ILCS 1/30-50)

9. Homer Township cannot spend over $10,000.00 of the Open Space Fund money without going to referendum or having a Special Town Meeting  (Binding, 60 ILCS 1/30-50)

10. The monthly bank statement of the Open Space Planning and Operations Fund will be posted every month along with the Open Space minutes. (Binding, 60 ILCS 1/30-50)

11. Board Packets for their monthly meetings shall be posted on the Townships website 48 Hrs. before the meeting. (Binding)

12. Township property, windows, roofs, walls, plumbing, etc. shall be maintained by the Township in a timely manner (Binding, 60 ILCS 1/30-50)
